Delivery: Phased approach – advanced site preparation using the MOTI Design-Bid-Build (DBB) construction contracts and Design, Build, Finance & Operate (DBFO) procurement for the final road work.
Project scope: The South Fraser Perimeter Road is a new four-lane expressway that extends 40 km along the south side of the Fraser River. It connects all five major river crossings along the south side of the Fraser River.
Our role: Sun Coast provided technical advisory services for the planning, permitting, procurement, design and construction phases. We managed multi-disciplinary, multi-organizational engineering teams as we:
- Effectively managed various contracts (DBB, DB, and DBFO) ensuring appropriate risk allocation and overall consistency and cost-effectiveness.
- Developed and managed the technical services program, including work activities, schedules, budgets, and staff/resource allocation
- Reviewed technical submissions from contractors and consultants including drawings, specifications, tender documents, and value engineering proposals
- Liaised and consulted with stakeholder groups including municipalities, community associations, First Nations, and provincial/federal government agencies
- Mentored and trained MOTI administrative, engineering, and project staff
